Does the book "Al-Sahih Al-Musnad Mimma Laysa fi Al-Sahihayn" collect all the authentic hadiths not found in Sahih Al-Bukhari and Sahih Muslim?

Every scholar sets conditions for their book, some strict like Al-Bukhari, and some lenient like Al-Hakim. No one has claimed to have collected all authentic hadiths. Scholars have, moreover, pointed out hadiths in the two Sahih (definition) collections that meet their (the scholars') conditions. Sheikh Muqbil Al-Wadi'i's book, "Al-Jami' Al-Sahih Mimma Laisa fi Al-Sahihayn" (The Authentic Collection of What is Not in the Two Sahihs), is of great benefit. He imposed strict conditions within it, such that if he doubted a hadith (definition), he would omit it. He also stipulated for the narration of a Tabi'i from a Sahabi that both be prolific narrators and that the two Sheikhs (Al-Bukhari and Muslim) not have narrated from them concerning it. This led to the exclusion of many authentic hadiths accepted by the majority of scholars from his book. This strictness resulted in the omission of many authentic hadiths that were authenticated by other verifiers, but which Sheikh Muqbil did not mention in his book.
