What must one study to be qualified to issue fatwas while avoiding error?

Speaking about Allah without knowledge is one of the most dangerous matters, because it is signing on behalf of the Lord of the Worlds. Allah has warned against it in the Holy Quran, and scholars have considered it among the greatest prohibitions. Issuing fatwas (religious edicts) is a serious position that should only be undertaken by those qualified and deeply knowledgeable in Islamic sciences; otherwise, they will lead themselves and others astray.
