What is the ruling on stealing a rusty dumbbell from an old gym, if the thieves repent and will return the stolen items, knowing that the value of the stolen items is less than the minimum threshold for establishing the حد السرقة (punishment for theft) in Algeria?

Repentance does not necessitate the execution of a Hadd punishment. Rather, it suffices to restore rights to their owners, even through indirect means, coupled with remorse, seeking forgiveness, and a firm resolve not to repeat the sin. The Prophet, peace and blessings be upon him, said: "The hand is responsible for what it has taken until it returns it," and "Whoever has wronged his brother... let him seek his forgiveness today." It is also narrated in a Hadith: "Avoid these filthy deeds... and whoever commits any of them, let him conceal himself with the concealment of Allah, and repent to Allah."
