Is it permissible for a family that is not entirely poor, but is considered needy, and consists of 13 members, to obtain financial and in-kind aid from a governmental charitable organization through mediation, knowing that this aid may be designated for other needy individuals?

It is permissible to take sadaqa (charity) if you are poor (miskeen), meaning someone who possesses some money but it is not sufficient for his needs. Sadaqa is disbursed to the poor (fuqara') and the needy (masakeen), as stated in His Almighty's saying: "Zakah expenditures are only for the poor and for the needy" and His saying: "And give the relative his due, and the needy and the traveler." Giving sadaqa to the needy counts as one charity, while giving it to a relative counts as two.
