Is it permissible for the second son to pay the zakat on his money to his third brother to help him get married?

It is not permissible to give zakat to a strong person capable of earning, because the Prophet, peace and blessings be upon him, said: "There is no share in it for the rich, nor for the strong, able-bodied earner." If he is unable to earn, it is not permissible to give him zakat if his father is wealthy and obligated to support him, and the father must marry him off if the son needs it and does not possess the costs of marriage. However, if the son is unable to earn and the father is unable to marry him off, then it is permissible for his brother to give him zakat to help him marry, without extravagance.
