Does my effort to enable my mother to perform Hajj, after she refused to go despite her initial agreement and registration, count as her having performed Hajj?

We hope Allah records for you the reward of enabling your mother to perform Hajj, even if she did not perform it. As long as you intended for her to perform Hajj, and her refusal prevented it, perhaps Allah will record the reward for you.
