Is it permissible to be absent from English class if its time conflicts with my Maghrib and Isha prayers at the mosque?

Attending classes is not an excuse for delaying prayer beyond its prescribed time, and congregational prayer is obligatory. If praying in congregation at the mosque becomes difficult due to studies, then one should pray in congregation with colleagues at the place of study. If even that is not possible, then there is no harm in praying individually due to the necessity of studies.
