Being good to neighbors is a great right, and it includes helping neighbors with food and the like, which is a rewarded act. However, a Muslim must prioritize providing for himself and his family before helping others, especially if his spending and charity would harm him or his dependents. The best charity is that which comes from sufficiency, and a person should begin with himself and those he is responsible for. One can apologize to those in need in a polite manner, and apologize to a host for not being able to receive guests or their children if the time is not suitable.
