Is it permissible to help a father who wronged his daughter and refused to provide for her, and is it permissible to live with him in an attempt to appease him, knowing that he refuses to help her?

The rights of parents are immense, and showing them piety is one of the greatest means of attaining Allah's pleasure. Their rights do not diminish even if they fall short in their duties towards their children. Demanding that parents be treated with kindness and respect is obligatory, even if they are polytheists. If a father refuses to care for and serve his daughter, there is no blame upon her, but she must maintain ties with him and respond to his ill-treatment with kindness, as this fosters affection and repels animosity. How much more so when parents are the most compassionate people towards their children.
