It is not permissible for a savings fund to sell goods without first owning them, due to the prohibition of the Prophet (peace be upon him) against selling what one does not possess. Nor is it permissible for the fund to reclaim more than the price of the commodity if it is lending to the buyer, because every increase in a loan is forbidden usury (riba).
