One who has been insulted or reviled has three options: forgiving the oppressor and pardoning him, which is the best; or remaining silent and entrusting his affair to Allah to take revenge for him; or retaliating in kind, but with conditions and regulations. As for remaining silent about violations and errors, it is not permissible, because it is an approval of evil and a neglect of advice. Changing evil is a communal obligation (fard kifaya) according to one's ability and the benefit, and advice is obligatory. The obligation to change evil does not require a strong presumption that the one committing the evil will respond.
