Is the ghusl valid if water does not reach the ends of the hair due to the presence of an insulating substance on it, even if it reaches the hair roots and scalp?

The ritual bath (ghusl) is not valid if there is an obstruction on long, flowing hair; it must be removed, and all the hair must be washed. A layperson should follow the opinion of a scholar they trust.
