Is it permissible to pray in a decorated mosque or on a prayer rug with decorative sheen, knowing that there are many such mosques, and that the Messenger (peace be upon him) said: "The Hour will not be established until people vie with each other in [decorating] mosques"?

Decorating mosques is reprehensible, and the blame falls upon those who do it. Praying in an undecorated mosque is preferable to praying in a decorated mosque, if possible. This also applies to the carpet.
