The answer

Any loan that guarantees interest for the lender is forbidden usury (riba), whether the interest is small or large. The Academy of Islamic Research in Cairo has issued a prohibiting interest on all types of loans, whether consumer or productive. Therefore, it is not permissible to take out a loan that includes an usurious condition, such as the calculation of interest, except in cases of dire necessity or pressing need.
