Is it permissible in Sharia for the bank to take a small fee for transferring the salary from Al-Rajhi Bank to the Saudi American Bank?

It is impermissible for a Muslim to deal with usurious banks and institutions, due to the assistance and encouragement this provides to those involved in usury in their wrongdoing. Allah, the Exalted, said: (And cooperate in righteousness and piety, but do not cooperate in sin and aggression). Furthermore, the Prophet, peace and blessings be upon him, cursed the devourer of usury, its payer, and its two witnesses, mentioning that they are equal in sin. Therefore, it is obligatory to avoid dealing with these banks, and Islamic institutions should facilitate their dealings with Muslims and be an aid to them in obedience to Allah.
