Is the Hadith, "When it is the last night of Ramadan, Allah looks upon His worshipers, and whoever Allah looks upon, He will never punish him," authentic or not? And what is its rank, chain of transmission, and source?

Al-Albani mentioned in "Silsilah al-Da'ifah" that the aforementioned hadith is fabricated (mawdu'), and this has been stated by more than one hadith scholar. The narrations mention the first night of Ramadan, not the last. The text of the hadith, as it appeared in "Shu'ab al-Iman," is: "My Ummah has been given five things in the month of Ramadan that no prophet before me was given: As for the first, on the first night of the month of Ramadan, Allah Almighty looks at them, and whoever Allah looks at, He will never punish him..." to the end of the hadith.
