What is the authenticity of the Hadith: "What Allah has made lawful in His Book is lawful, and what He has made unlawful is unlawful, and what He has remained silent about is pardoned, so accept from Allah His pardon, for Allah would not forget a thing"?

Al-Haythami mentioned in Majma' al-Zawa'id the hadith: "What Allah has made lawful in His Book is lawful, and what He has made unlawful is unlawful, and what He has remained silent about is an act of forgiveness (afw), so accept Allah's forgiveness, for Allah would not forget anything." Then he recited, "And never is your Lord forgetful" (19:64), and said that Al-Bazzar and Al-Tabarani narrated it in Al-Kabeer, and its chain of narration is good, and its narrators are trustworthy. Al-Hakim narrated it without the last sentence and authenticated it, and Al-Dhahabi agreed with him. Al-Albani mentioned it in Silsilat al-Ahadith al-Sahiha with the wording: "What Allah has made lawful in His Book is lawful, and what He has made unlawful is unlawful, and what He has remained silent about is an act of forgiveness (afw), so accept Allah's forgiveness, 'And never is your Lord forgetful' (19:64)," and he said: It is authentic.
