What is the ruling of Islamic law on setting up a special room for an infant in the style of a "baby camera" and hanging pictures of animated characters on its walls?

If the pictures are of animate beings, whether sculpted or hand-drawn, then it is not permissible to hang them in the house. However, if the pictures are taken with a camera, it is preferable not to hang them, unless hanging them leads to their glorification and exaggeration, in which case it becomes forbidden.
