Is the injustice in "the wrongdoing people" (Qawm Adh-Dhalimin) in the verse referring to the widespread injustice among people, such as a man's injustice to his wife?

Injustice is of two types: major injustice, which is polytheism (shirk), and minor injustice, which includes people oppressing one another and a person oppressing themselves through sins. The attribute of injustice is applied to a disbeliever, as in His (Allah's) saying: {And the disbelievers - they are the wrongdoers} (2:254), and to one who transgresses the limits of Allah, as in His saying: {And whoever transgresses the limits of Allah has certainly wronged himself} (65:1). Similarly, transgression (fisq) is of two types: major transgression, which is disbelief (kufr), and minor transgression, which is sinning. The attribute of transgressor (fasiq) is applied to a disbeliever and to a disobedient believer, such as in His (Allah's) saying: {O you who have believed, if there comes to you a disobedient one with information, investigate} (49:6). Likewise, ignorance is of two types: ignorance that is disbelief, and ignorance that is not disbelief. A man's injustice to his wife falls under minor injustice, which does not expel its perpetrator from the fold of Islam.
