Is it permissible to use wheat to feed livestock that produce milk and other products?

There is no Shariah impediment to feeding livestock wheat, as the basic principle regarding foodstuffs is permissibility. However, this becomes prohibited if there is harm inflicted upon people, such as when they are in dire need of wheat and there is no surplus of it. In such a case, the livestock should be fed other fodder.
