If a man marrying another man means committing an abomination while acknowledging its prohibition, then it is a major sin. However, if the intent is to formalize a marriage contract between them and publicize it, or to commit the abomination considering it permissible, then this is disbelief (kufr) because it is a denial of what is known by necessity in the religion. The perpetrator is treated as an apostate, similar to one who marries his father's wife.
