Is the Ḥadīth: “Indeed, Allah loves for us to draw near to Him through sins, and if we did not err, Allah would take us away and bring people who err and repent,” authentic? And what is the ruling on one who uses it to justify mistakes?

Allah Almighty does not love to be approached through acts of disobedience. He is the One who made disbelief, transgression, and disobedience hateful to us. He forbade indecencies and prohibited them, threatening those who commit them with punishment. The hadith shows the vastness of Allah's mercy and forgiveness, which encourages the Muslim not to despair but to repent after sinning. However, one should not be deluded by this and dare to commit acts of disobedience, for one does not know when death will come or when their repentance will be accepted. A Muslim should be between fear and hope.
