Is it permissible to kill pigeons that take the roof and ceiling of a house as a dwelling and cause harm to its owner?

If pigeons are owned by someone, it is not permissible to slaughter them except with the owner's permission. One can get rid of their nuisance by scaring them away and not making the place conducive for them. However, if they are not owned by anyone, then it is permissible to slaughter them and benefit from them. The Permanent Committee for Issuing Fatwas has stated that pigeons can be prevented from entering the house by scaring them away and not providing them with food. As for hunting or raising them, it is not permissible except with the owner's permission.
