If a purchasing officer knows or has a strong suspicion that what he is tasked to purchase is intended for a forbidden matter (such as a bribe), then he must refrain from assisting in the sin. However, if he does not know the intention, and what he purchases could be used for good or evil, then there is no blame upon him for carrying out the order and purchasing the requested item.
