Is it permissible for one who drinks alcohol to be in charge of Muslim affairs?

The majority of scholars stipulate that for the caliphate (leadership) to be valid from its inception, the Imam must be just. Therefore, the governance of a fasiq (transgressor/immoral person) is not permissible. Drinking alcohol is a transgression that negates justice. However, if a fasiq gains power and establishes control, his imamate becomes valid. Similarly, if transgression occurs in an Imam after he has assumed authority, he is not thereby deposed, as what is tolerated for continuation is not tolerated for inception.
