Is money acquired through the "Immigration and Displaced Persons" transaction in Iraq considered unlawful (haram) if it was obtained by fraud and forgery of documents without actually having been displaced?

Money acquired through deception is unlawful, for Muslims are bound by their conditions, and the condition for eligibility for aid is specifically for those who are genuinely displaced. It is not permissible to use deception through forgery and unlawful intercession to obtain public funds. The Prophet, peace and blessings be upon him, condemned those who wrongfully delve into the wealth of Allah. Taking public funds is more strictly forbidden than taking private funds, as it is an aggression against the rights of the entire community. The father must fear Allah and abandon this transaction. If he has acquired money, he should return it to the responsible authority or spend it on public interests for Muslims. Whoever gives up something for the sake of Allah, Allah will compensate him with something better. Allah provides from where one does not expect for those who fear Him and rely on Him, and sustenance should not be sought through disobedience to Allah.
