Is it permissible to build a mosque on endowed land and pray in it, if the endower did not stipulate its construction?

There is no objection to building a mosque on the endowed land for the benefit of the villagers, nor is there any objection to expanding an existing mosque with that endowed land, as long as the endower intended it for the benefit of the townspeople. This is not considered a violation of the endower's condition.
