Is it religiously forbidden for women to drive cars?

A woman driving a car is permissible, just like her riding other means of transport. There is no impediment to it, as long as it does not expose her to traveling without a mahram or being alone with non-mahmahram men, especially if she needs to drive. If a woman walking exposes her to harm and she does not have a mahram to drive for her, then her driving is more concealing and protective for her.
