What is the ruling on voting for a law that permits same-sex marriage, and is voting in democratic elections considered an act of disbelief (kufr)?

"Same-sex marriage is a great evil and an act of disbelief in God, because it involves making lawful what God has forbidden. Voting on such matters of ijtihad [independent reasoning] should not become a cause for conflict and excommunication. If the purpose of voting is to ascertain the proportion of those who reject the prevention of legislating this evil, then it is permissible, for it involves rejecting evil, averting great corruption, and mitigating harm. Moreover, voting does not imply approval or an acknowledgment of the right to legislate for anyone other than God; rather, it is to reduce evil and prevent an increase in disbelief. It may even be obligatory if it is highly probable that it will prevent the enactment of the law."
