Is it permissible to give money from an expiation for an oath to one's younger brother so he can go for 'Umrah?

The recipients of expiation for an oath (kaffarat al-yamin) are the needy (masakeen). The majority of scholars hold that it is not permissible to give its value in money; rather, it must be given as Allah commanded: feeding ten needy persons, or clothing them, or freeing a slave. It is permissible to give it to a brother if he is needy and you are not obligated to provide for his sustenance.
