It is recommended to hasten to perform Umrah as long as a person is able, because hastening to righteous deeds is legislated, and the opportunity for Hajj may not be available later. Umrah is obligatory for the one who is able, while Hajj is not obligatory now due to lack of ability. Furthermore, it is not permissible to give preference to others in obligatory acts of worship. If the saved money belongs to both of you, it is not valid to forgo Umrah for the husband so that he may perform Hajj, because that would be preferring another in obligatory acts of worship, which is forbidden.
