Is it permissible to take out an interest-bearing loan to pay off a debt that caused a dispute with one's brother?

Borrowing with usury is one of the gravest forbidden acts, and it is not permissible except in cases of dire necessity. The brother's anger and fear of discord do not constitute a necessity that permits borrowing with usury. Rather, it is incumbent upon the brother to grant the debtor in hardship a reprieve. Repentance from borrowing with usury is obligatory. However, if non-payment leads to imprisonment and it cannot be averted except through usurious borrowing, then it is permissible at that point, as it becomes a dire necessity.
