Is the reference to Al-Bukhari's Hadith number (4481) in Fatwa number (13998) incorrect, and in which chapter was this Hadith mentioned?

Al-Bukhari narrated in "Tafsir al-Qur'an" from his Sahih, the Hadith of Aisha (may Allah be pleased with her) regarding the verse: (and to draw their veils over their bosoms), that they took their waist wrappers and tore them from the edges, and then veiled themselves with them. He also mentioned it as a suspended narration from Aisha: "May Allah have mercy on the first Muhajirat women, when Allah revealed: (and to draw their veils over their bosoms), they tore their cloaks and veiled themselves with them." Abu Dawud also narrated it in "Kitab al-Libas" from his Sunan.
