Which is better when time is short before Fajr: performing three rak'ahs of Witr prayer, or performing Witr prayer and supplications until the time ends?

The maximum number of Witr rak'ahs is eleven or thirteen, and the minimum is one rak'ah. The closer one's Witr is to the maximum number, the better. It is best for the questioner to perform Witr with the largest possible number of rak'ahs before dawn. If some time remains after Witr, it can be dedicated to supplication. Supplication can also be made during prostration in the Witr prayer.
