Must I return the sports shoes I took from my governmental institution after the sports course ended, or should I pay for them?

The matter of using the shoes given to you should be referred to the party that gave them. If they gifted them to you without charge, then you may use them as you wish. If they were given to you as a loan, then you must return them. There is no harm in them selling them to you if they wish to do so.
