How did Al-Khidr expand beyond the Law of Moses?

Al-Khadir (peace be upon him) was a prophet to whom Allah revealed knowledge that Moses did not possess. Moses's Law was not universal, which is why Al-Khadir was permitted to diverge from it, and he was not obligated to follow Moses.
