Is it Sunnah to recite Surat Al-Furqan every Friday at dawn?

It is not from the to specify the recitation of Surat Al-Furqan in the Fajr prayer on Friday. Rather, it is authentically reported that the Prophet (peace and blessings of Allah be upon him) used to recite therein Surat Al-Sajdah and Surat Al-Insan.
