Is it permissible to delay the fasting of a vow (Nathr), and can one delegate a brother to slaughter the vowed sacrifice in another country and distribute its meat to relatives and the poor, or should its value be given to a charitable organization? Is it permissible to give its value to needy relatives?

The basic ruling concerning a conditional vow (nadhr mu'allaq) is that it is disliked, based on the Prophet's (peace be upon him) saying: "Indeed, it does not avert anything, but by it, something is extracted from the stingy person." However, it is obligatory to fulfill it if the condition on which it was made is met. The fulfillment must be according to the exact manner in which the vow was made. Therefore, you must slaughter the two sheep as you vowed, and it is not permissible to deviate from that as long as it is possible. Their meat should be distributed to the needy among poor Muslims, and it is not restricted to a specific country. Thus, it is permissible to send them to be slaughtered in your home country and distributed among relatives, or to give them to a trustworthy Islamic organization. If your brothers benefit from the meat of the two sheep, this does not negate the need to help them with the house rent. It should be noted that it is obligatory to financially support one's family and provide them with housing, clothing, and food if they are in need and unable to provide for themselves, and this obligation is even more emphasized if parents are part of the family.
