Is it permissible to combine and shorten prayers for someone who travels within the same country a distance of 83 kilometers or more?

A traveler moving within the country, once they have passed all the houses of their village and covered the distance that permits shortening prayers (masafat al-qasr), and their journey is permissible, then it is legislated for them to shorten the four-rak'ah prayers and combine the two prayers (Maghrib and Isha, and Dhuhr and Asr). The meaning of "passing" is to go beyond the houses, not that they disappear from sight. However, if a person is moving within the village or city where they reside and has not passed all the houses, then shortening and combining prayers is not legislated for them, even if they cover more than the distance that permits shortening prayers; because they are not considered a traveler. Similarly, shortening prayers is not permissible if one covers the distance that permits shortening prayers without intending to cover it.
