Is the address of the Hadith, "Beware of sitting in the roadways," general for men and women?

The general rule in religious discourse is that it applies to both men and women, unless an exception is specified by a proof, based on the Prophet's (peace be upon him) saying: "Indeed, women are the counterparts of men." The discourse addressed to those present in the religious texts is directed to all Muslims, as the lesson lies in the generality of the wording, not the specificity of the occasion. Therefore, the discourse in the hadith includes both men and women, especially women, as they are commanded to cover themselves, and the characteristics mentioned therein (lowering the gaze, refraining from harm, returning greetings, enjoining good and forbidding evil) apply to all Muslims.
