If there is dirt or similar under the nail that does not prevent water from reaching the skin, then its removal is not obligatory. However, if the dirt or similar has a substance that prevents water from reaching the skin, then it must be removed. It is not necessary to cut the nail in this case. Some scholars have said that a small amount of dirt under the nails is overlooked due to hardship.
