Is it permissible to remarry after three divorces, knowing that one of them occurred while the wife was menstruating, and the husband wishes to return to his wife based on his Salafi madhab which does not count the divorce of a menstruating woman?

A رجعة (resumption of marital relations) is valid if it occurs before the 'iddah (waiting period) expires. The 'iddah is three menstrual cycles for a menstruating woman, three months for a woman who has despaired of menstruation and a young girl, and by delivery for a pregnant woman. A divorce pronounced during menstruation does not take effect, according to the preponderant opinion, but it is counted if the husband acknowledges it after the 'iddah has ended. A divorce is not considered irrevocable (bain) unless it was given in exchange for compensation, or if no resumption of marital relations occurred until the 'iddah expired, or if it was pronounced before consummation of the marriage.
