Is it permissible for a wife to travel alone from Tunisia to France to complete the procedures for obtaining French citizenship, knowing that her husband will take her to the airport and her father will meet her there?

A woman is not permitted to travel without a mahram, whether the travel is for an act of worship or for a permissible purpose, based on prose and prophetic hadiths such as: "A woman should not travel except with a mahram." This prohibition stems from the fact that travel is a source of hardship, and a woman is vulnerable and may need someone to support her, in addition to being exposed to temptation and solicitation to evil when traveling alone.

Scholars have agreed on prohibiting a woman from traveling without a mahram, except in exceptional cases of extreme necessity. In case of necessity, such as your friend's wife obtaining French citizenship to avert significant harm, and her mahram being unable to accompany her, she is permitted to travel alone, provided that her mahram escorts her to the airport and ensures that another mahram will receive her at the other end. Sheikh Ibn Jibreen issued a fatwa to this effect in cases of necessity and hardship for the mahram, provided that the first mahram escorts her to the airplane and ensures that she is received by her mahrams at the destination.
