It is permissible to give charity on behalf of deceased parents, whether by providing iftar for a fasting person or through general charity. The proof for this is that Sa'd ibn 'Ubadah sought permission from the Prophet, peace and blessings be upon him, to give charity on behalf of his mother, and he permitted him. Also, a man asked the Prophet, peace and blessings be upon him, if he could give charity on behalf of his mother who died suddenly, and he answered, "Yes."
