Is the command to remember Allah during the appointed days in Surat Al-Baqarah for obligation or recommendation, and what is the obligatory or prescribed remembrance that absolves one's duty, and when does it become obligatory to begin and end it if it is indeed an obligation?

Ibn Arafa al-Maliki mentioned that the command in the verse is either specific to the pilgrim (hajj) or general. Pilgrims perform takbir throughout the day, while others perform it only after each prayer. If what is meant by it is absolute remembrance (dhikr mutlaq), then it is obligatory. But if what is meant is a specific remembrance at a specific time, then it is recommendable.
