Is it permissible for a university student to pray the Sunnah prayer (Ratibah) preceding Dhuhr in a congregation that is praying the obligatory Dhuhr prayer, and then wait for another congregation to pray Dhuhr with them?

If you find a congregation in the university prayer room praying Dhuhr, join them in it and do not busy yourself with the pre-prayer supererogatory (ratibah). You can perform the pre-prayer supererogatory after the Dhuhr prayer.
