The answer

"The requirement of servitude is submission to the rulings of Allah and compliance with His commands, and the prostration of forgetfulness (sujood as-sahw) was legislated in prayer to compensate for deficiencies therein. It was not legislated in or in the funeral prayer (Salat al-), because any deficiency in the funeral prayer and Tawaf is compensated for by building upon the lesser number and performing what is doubted. The jurists have given as the reason for the non-legitimacy of the prostration of forgetfulness in the funeral prayer that there is no prostration within its core, and this reason includes Tawaf, as there is no prostration within its core, and whoever doubts in Tawaf builds upon the lesser number.
