Can the days of fasting to make up a broken oath be considered as days to make up for what one broke in Ramadan?

What a Muslim fasts with the intention of expiating an oath, and then it becomes clear that it was not necessary, does not count for making up missed Ramadan fasts, due to the absence of the intention to make up Ramadan fasts. This is based on the Prophet's (peace be upon him) saying: "Indeed, actions are by intentions, and indeed for every person is what he intended."
