What is the ruling on marrying a second wife if she agrees to waive all or part of her maintenance, taking into account that the state provides some necessities, and is the husband's ability to provide housing, food, and clothing by himself a condition for the validity of the marriage?

The conditions for a valid marriage are outlined in Fatwa no. 64564. Their fulfillment makes the marriage valid. The marriage is not affected by its costs, whether they are borne by the father, the state, or the wife. It is permissible for the wife to waive some of her rights, such as maintenance.
