Is it necessary, for one who omits the Farewell Tawaf due to incapacitation, to slaughter a sacrificial animal and distribute it among the poor of the Haram or of Riyadh?

The Farewell is obligatory according to the majority of scholars. If one fails to perform it, a sacrifice of a sheep is required, to be slaughtered within the sacred precinct () and distributed among its poor. No one is excused from performing it except a menstruating woman.
