Is it necessary, for one who omits the Farewell Tawaf due to incapacitation, to slaughter a sacrificial animal and distribute it among the poor of the Haram or of Riyadh?

The Farewell Tawaf is obligatory according to the majority of scholars. If one fails to perform it, a sacrifice of a sheep is required, to be slaughtered within the sacred precinct (Haram) and distributed among its poor. No one is excused from performing it except a menstruating woman.
